US quietly backs down on scanning cargo containers

Five years ago, the Department of Homeland Security set a deadline for all shipping containers coming into the country to be scanned at their ports of exit by X-ray for nuclear weapons. With the deadline looming and other countries not complying, the US government quietly pushed back the deadline for another two years. The reason? Other countries do not want to spend the money or time to scan containers leaving their countries just to comply with US law. The Resident discusses.
