Of course that is not water, there are no water tanks on that helicopter, a small helicopter like that would carry water in a bucket that hangs under the helicopter, called a bambi bucket, that gets dipped in a lake to pick up water, then water is released from the bottom of the bucket over the fire. there is no space in a small helicoper like that to carry enough water to put out any kind of fire. That helicopter is dropping burning magnesium to do a controlled burn, probably. A controlled burn can create a fire break to stop a bigger fire. I would guess that is what this is. If DEW weapons are being used to burn buildings and leave trees unburned, then this is something different.
