Peggy Hall says there is no law requiring the closure of small businesses in California and, therefore, they cannot be fined for staying open. Governor Newsom’s tweet is not a law, and statements published on the website of the California Department of Public Health are not law either. On July 13, Newsome tweeted, “NEW: #COVID19 cases continue to spread at alarming rates. CA is now closing indoor operations STATEWIDE for: -Restaurants -Wineries -Movie theaters -family entertainment -Zoos -museums -Cardroom -Bars must close ALL operations.” None of this, however, is backed by law.
